(NEW) DEPUTIES CONDUCT TRAFFIC SAFETY OPERATION ON CANYON ROADS IN MALIBU

The Malibu Lost Hills Sheriff’s Station Deputies conducted Operation Safe Canyons, a traffic safety operation the evening of Nov. 7, with 2 Sergeants and 4 Deputies patrolling the canyons in the Malibu area to enforce traffic laws. One vehicle was towed, 35 citations were issued including 25 citations for speeding. Thank you Deputies for your work to keep our roads safe! The world needs to know that Malibu’s roads are not racetracks, and we are fighting to keep our community safe. Please slow down, the life you save could be your own.

WILDFIRE SAFETY

(NEW) HAZARDOUS FIRE CONDITIONS FORECAST THROUGH THE WEEKEND

The National Weather Service (NWS) forecasts that Strong Santa Ana winds and very low humidity will create hazardous wildfire conditions through the weekend. Be prepared for potential fires, evacuations, and power and traffic signal outages. Residents should monitor weather and emergency updates on local news and the NWS LA/Oxnard website

The City is coordinating on preparedness with the LA County Fire and Sheriff’s Departments, Caltrans and LA County Public Works. The Public Safety Team is coordinating with the Sheriff’s Host Team and Malibu Homeless Outreach Team to engage with people experiencing homelessness in Malibu about fire prevention and being prepared for potential evacuations. The Public Works Team will be patrolling the roads monitoring for road hazards, debris, and downed power lines. The City and Malibu CERT Team volunteers are coordinating to be prepared to use radio repeaters and handheld radios and set up the Emergency Information Station to be able to communicate and share information with the community in case of widespread power outage. The City and KBUU 99.1 FM are coordinating to post emergency information in the local radio broadcast. 

PREPAREDNESS TIPS 

  • Be prepared for potential power outages, fire, evacuations, hazardous road conditions due to branches in the road and malfunctioning traffic signals. Under CA law, come to a complete stop at any malfunctioning traffic signal. 
  • Move flammable furniture and materials away from your house, secure furniture. 
  • Check on elderly or disabled neighbors. Seniors, people who rely on wheelchairs, medical devices, or are otherwise not mobile, and owners of horses and large animals should consider leaving the area early.
  • Make sure you know how to open garage doors and electric gates when the power is out. For garage doors, see the video instructions. For electric gates, look up instructions on the website of your gate manufacturer or call the manufacturer, as there are many different systems. 
  • Check your emergency supplies for expiration dates on batteries, food and medications, review emergency plans (don’t forget your pets).
  • Keep your vehicle’s gas tank full. 
  • Know your Los Angeles County and City of Malibu Evacuation Zones (MAL-C111 – MAL-C114, the same as Zones 11-14 that the City adopted) by searching for your home or work address on Los Angeles County’s new Genasys website, which the County will use to post evacuation information based on the zones. Plan your evacuation routes and reunification locations. Find more evacuation information on the City website
  • Monitor local AM and FM radio (which will work with hand crank, solar, battery-powered and car radios if the power is out) and follow weather information from the National Weather Service website
  • The City will send out emergency alerts as needed and post all emergency information on the website. All current City alerts are posted on the alerts webpage. Sign up for City alerts (scroll down to “Alert Center”). Sign up for LA County emergency alerts. 

(NEW) CITY FIRE SAFETY LIAISONS ARE MONITORING FIRE WEATHER CONDITIONS  

LIVE FUEL MOISTURE IS HOLDING STEADY AT 108% AS OF NOVEMBER 7, 2023, DOWN FROM 109% OCTOBER 16, HIGHER THAN HISTORICAL AVERAGE. (60% = CRITICAL) 
As of November 7, Live Fuel Moisture (LFM) is at 108%, down from 109%. This means that much of the lighter fuels are still retaining their moisture due to late summer rains. Last year at this time we were below the critical threshold of 60%. Historically, throughout 40 years of data collection, LFM has been around 63% at this time of year. However, with the Red Flag event last week and current Santa Ana winds and low humidity, light fuels are drying out. The fire hazard rating is currently “Moderate.” That means the lighter fuels that are not part of the green up will be susceptible to ignition and spread under certain conditions. Although LFM is above the historic average in the Santa Monica Mountains for this time of year, the vegetation is still in a vulnerable state and the community is urged to be diligent with home hardening and brush clearance efforts. The additional rainfall this summer resulted in new vegetation growth, so earlier brush clearance efforts must be revisited. As part of year-round wildfire preparedness, the City tracks LFM as well as relative humidity, temperature, dead fuel moisture, wind and historical patterns to determine wildfire conditions for Malibu. The LFM is the percentage of water content to dry matter in live vegetation and indicates how likely a fire is to grow large and spread quickly. The LA County Fire Department takes plant samples every two weeks and posts the results on their website. HOMELESS OUTREACH TO PREVENT ENCAMPMENT FIRES DURING HAZARDOUS FIRE CONDITIONS

With Santa Ana winds and low humidity creating hazardous fire conditions in the Santa Monica Mountains, the City’s Homeless Outreach Team, in coordination with City Staff and the Los Angeles County Sheriff’s Department (LASD), are proactively engaging with people experiencing homelessness in an effort to prevent fires related to homeless encampments. LASD and the City are prioritizing the removal of homeless encampments and unhoused people from the brush-covered hills and canyons of Malibu and helping to get them placed into shelters. There have been three fires attributed to homeless encampments as of October 11, 2023, a significant decrease compared to the 23 homeless encampment-related fires in 2021 and four encampment-related fires in 2022. The recent data for the 2023 Greater Los Angeles Homeless Count showed 71 people experiencing homelessness in Malibu, a continuing decrease from 2022, 2021, and 2020.

COMPLETE A HOME WILDFIRE ASSESSMENT 

Malibu homeowners are urged to complete a free Home Wildfire Assessment with the City’s Fire Safety Liaisons. (The emergency backpacks are no longer available). The assessment involves a 30-to-60-minute exterior inspection of your property looking at what can be done to make the home and property less vulnerable to the millions of flying embers from a wind-driven wildfire, a leading cause of homes burning down in wildfires. You’ll get a checklist of steps to take to harden your property, such as removing dead vegetation or wood furniture that is touching the house and covering attic vents with fine steel mesh. START PREPARING FOR WILDFIRE SEASON NOW – complete YOUR brush clearance, make a plan, gather supplies, monitor weather

Now is the time for everyone in the community, including businesses, to start preparing for wildfire season. Monitor local fire weather conditions and warnings on the National Weather Service Los Angeles/Oxnard website. Create and/or review your family or business emergency plan, including evacuation routes and reunification locations, and gather emergency supplies. Check the expiration dates on food and medication. IT’S NOT TOO LATE TO COMPLETE REQUIRED BRUSH CLEARANCE TO PROTECT YOUR HOME FROM WILDFIRE

June 1 was the LA County brush clearance deadline, but you can still complete your mandatory brush clearance. Many Malibu residents received brush clearance notices from the Fire Department for the first time due to updated maps. Proper brush clearance is required by law and is one of the most important ways to protect your home and property from wildfire, and to slow the spread of fires in our community. (NEW) PUBLIC SAFETY DEPARTMENT OPEN HOUSE & FIVE-YEAR ANNIVERSARY OF WOOLSEY FIRE

In recognition of the five-year anniversary of the Woolsey Fire and Malibu’s Annual Day of Preparedness, the City’s Public Safety Department hosted an Open House Thursday, November 9 in the Public Safety Department’s expanded office area in City Hall. Community members were invited to meet the Public Safety staff, representatives from the LA County Fire and Sheriff’s Department, Malibu CERT Team and Arson Watch. Attendees could learn about the City’s wildfire preparedness and resiliency efforts, learn how community members can get prepared for wildfires, receive a FREE NOAA weather radio, schedule a home wildfire assessment, pick up a free print copy of the Malibu Survival Guide and see the City’s Emergency Operations Center (EOC). The Public Safety Director and a Fire Safety Liaison conducted TV interviews with KNBC and KCAL News about what community members can do to be prepared for wildfires, and about the City’s response to the brush fire in Topanga Canyon and PSPS power outage late Wednesday night during Red Flag fire conditions. (The brush fire was stopped at 3.5 acres at 4:00 AM). The incidents underscored the need for community members to monitor local news, especially on AM/FM radio, which will work when the power is out, whenever hazardous fire conditions are forecast. 

Woolsey Fire anniversary & day of preparedness public safety open house at city hall

(NEW) INSTALL A “KNOXBOX” TO ENABLE RAPID POLICE RESPONSE INTO GATED COMMUNITIES & PROPERTIES

Community members are encouraged to install a “KnoxBox” emergency key system to enable Sheriff’s Deputies to access unstaffed gates to residential properties to ensure rapid law enforcement access in case of emergencies. In order to effectively and efficiently respond to emergency calls, Deputies need to be able to access all residential and commercial properties, including gated communities. The KnoxBox system is separate from the system used by the LA County Fire Department. A Knox Master Key is given exclusively to Deputies. Community members can buy a KnoxBox online. Once the purchase is made, the Malibu-Lost Hills Sheriff’s Station is notified, and a Deputy will help verify access following its installation by a locksmith. PLANNING 

(NEW) TEMPORARY USE PERMIT ORDINANCE HEARING, DECEMBER 11

The City Council public hearing scheduled for October 23 on regulations related to Temporary Use Permits (TUPs) was postponed and will be considered at its meeting on Monday, December 11, 6:30 PM. The hearing is to consider an ordinance and the Planning Commission’s recommendations on updating regulations for TUPs, which are permits for events at non-residential properties. The hearing is to address comments provided by the Planning Commission on May 1. On December 13, 2021, the City Council directed staff to proceed to amend the TUP Ordinance. (NEW) CITY COUNCIL TO CONSIDER EXTENDING WOOLSEY FIRE FEE WAIVERS TO HEIRS, NOVEMBER 13 

On Monday, November 13, 6:30 PM the City Council will consider making the Woolsey Fire Fee Waiver program transferable to heirs of previously qualified property owners, consistent with existing City practice. On September 25, the City Council adopted a resolution extending the deadlines by three years to apply for the Woolsey Fire Rebuild Fee Waivers in order to support homeowners who are still working on their rebuild projects. (NEW) RYOKAN MOTEL AND MALIBU TIDEPOOL HEALTH CLUB PUBLIC HEARING, DECEMBER 18

On November 6, the Planning Commission held a public hearing on the entitlements and a zoning change for the existing Nobu Ryokan Motel and Malibu Tidepool Health Club lots and conversion of the existing non-conforming use motel and adjacent private gym and pool to a bed and breakfast inn. During the meeting, the Planning Commission rescheduled the hearing to the December 18 meeting. The agenda, staff report, viewing and commenting instructions will be posted in advance on the website. MALIBU RESIDENTS REBUILDING AFTER THE WOOLSEY FIRE NOW HAVE MORE TIME BEFORE A PROPERTY TAX RE-ASSESSMENT IS TRIGGERED

AB 1500, a bill co-authored by Assemblymember Jacqui Irwin, whose district includes Malibu, was signed by the Governor on October 8. The bill, which was initiated by the City of Malibu, expands support for Californians whose properties have been damaged or destroyed by wildfires, including Malibu homeowners who are rebuilding after the Woolsey Fire. It gives them three additional years to rebuild before a full reassessment of their property value is triggered. See the full text of the bill.

  

WOOLSEY FIRE NON-CONFORMING STRUCTURES DEADLINES PUBLIC HEARING, DECEMBER 11

On November 23, 6:30 PM, the City Council will consider extending the deadlines to rebuild non-conforming structures destroyed or damaged in the Woolsey Fire without having to bring the structure into compliance with current ordinances. The staff report will be available on the website in advance. On October 16, the Planning Commission held a public hearing on the matter and recommended the deadlines be extended. Homeowners with an approved Planning Verification to maintain non-conforming structures who will not meet the November 8, 2023 deadline to get building permits are encouraged to request an extension using the online form. These extensions will be held on hold until a final City Council action and will be considered moot if the code amendment is adopted. Currently, there are permitted events November 25 – December 17, 2023 and November 26, 2023 – January 5, 2024. The City of Malibu Planning Department posts a weekly report of approved event permits on the website. In order to help the public stay informed of pending event permit applications and to create opportunity for public input, the Event Permit Report includes all event permit applications deemed complete for review for consistency and compliance with the requirements of the Malibu Municipal Code and the Planning Director’s action on each application. City Hall is open to the public. Regular City Hall hours are Monday through Thursday, 7:30 AM to 5:30 PM and Fridays 7:30 AM to 4:30 PM. (NEW) FREE RAIN BARREL DISTRIBUTION EVENT, NOVEMBER 18

The West Basin Municipal Water District Rain Barrel Program will give residents up to two free 50-gallon rain barrels on Saturday, November 18, 9:00 AM – 12:00 PM at Malibu City Hall. Rain barrels reduce stormwater runoff by collecting and reusing rainwater which can help residents save water and money. ORGANICS RECYCLING VIRTUAL TRAINING AND KITCHEN CADDY GIVEAWAY, NOVEMBER 15

The City is offering an organic waste recycling virtual training on Wednesday, November 15, 7:00 PM, funded by CalRecycle. The Organic Waste Recycling Program is an important way that Malibu can fulfill its commitment as a community to be part of the efforts to address climate change and protect the environment. Attendees will receive a free dishwasher safe, 1.9-gallon kitchen scraps caddy to help you conveniently separate food waste to be recycled (limit one per household). (NEW) COASTAL VULNERABILITY ASSESSMENT COMMUNITY WORKSHOPS, NOVEMBER 14 AND 16. 

UPDATE – The virtual workshop on November 16 will also be livestreamed at the Santa Monica College Malibu Campus where community members can watch live. 
The City invites community members to participate in upcoming workshops to learn about Malibu’s Coastal Vulnerability Assessment and the projected impacts of sea level rise associated with climate change, ask questions, and give their input. There will be an in-person workshop on Tuesday, November 14, 3:00 PM – 5:00 PM at Malibu City Hall, and a virtual workshop held on Thursday, November 16, 3:00 PM – 5:00 PM. HOUSEHOLD HAZARDOUS AND ELECTRONIC WASTE COLLECTION EVENT, NOVEMBER 18

Los Angeles County is hosting a semi-annual household hazardous waste (HHW) and electronic waste collection event on Saturday, November 18, 9:00 AM – 3:00 PM located at the Malibu Civic Center rear parking lot. Items must be carefully secured in the vehicle’s trunk or pick-up bed. Hazardous waste cannot be placed with other items. Waste should be in a sturdy box, preferably in their original containers. Limit 15 gallons or 125 pounds of hazardous waste per trip. Business hazardous waste and electronic waste is not accepted. For a complete list of accepted materials, visit the County’s website.

ARTS, CULTURE & RECREATION 

(NEW) HOLIDAY HOURS FOR VETERANS DAY NOVEMBER 10, THANKSGIVING NOVEMBER  22 – 24

Malibu City Hall, the Senior Center and the Malibu Community Pool will be closed on Friday, November 10, in observance of Veterans Day. City parks will be open from 8:00 AM to sunset. 

The Malibu Community Swimming Pool will be closed Wednesday, November 22, through Friday, November 24 for the Thanksgiving holiday. Regular operating hours will resume on Saturday, November 25. The Malibu Senior Center at City Hall will be closed on Thursday, November 23 and Friday, November 24. Regular operating hours will resume on Monday, November 27.

City Parks, including sports fields, playgrounds, trails, and picnics areas, will be open for regular operating hours on Thursday, November 23. The Temporary Skate Park and Michael Landon Center will be closed. Regular operating hours will resume on Friday, November 24. (NEW) SANTA PAWS AT MALIBU BLUFFS PARK, DECEMBER 10

Bring your pups and join the City’s Santa Paws, a free animal-friendly event Sunday, December 10, 10:00 AM – 12:00 PM at Malibu Bluffs Park. Humans and their four-legged best friends can participate in an ugly holiday sweater parade. Local pet businesses and non-profit organizations will have booths with information and resources for pet owners. Get your photo with your dog adn Santa 10:15 AM – 11:45 AM. VETERANS DAY RECOGNITION CEREMONY, NOVEMBER 11

The City’s free poetry workshops are offered in partnership with the Malibu Library, the Malibu Poet Laureate Committee, and the Malibu Arts Commission. The Malibu Arts Commission presents “Dick Van Dyke – Moments in Time,” a portrait series by photographer Laura Johansen. (NEW) LANE CLOSUReS ON PCH FOR CALTRANS PAVING WORK NOVEMBER 13 – 17

There will be lane closures at various locations on PCH for Caltrans paving work November 13 through 17, weekdays only, 9:00 AM – 3:00 PM. 

  • Monday, November 13, left lane of northbound PCH just east of Winding Way
  • Tuesday, November 14, left lane of northbound PCH just south of Ramirez Mesa 
  • Wednesday, November 15, right lane of northbound PCH just south of Heathercliff Road

(NEW) CALTRANS TO BEGIN REMOVING SEDIMENT FROM ZUMA CREEK 

Caltrans will begin removing sediment in Zuma Creek, beneath and immediately upstream and downstream of the PCH bridge over Zuma Creek. Caltrans will be performing this work in preparation for the upcoming El Niño rainy season. Work will start in the next few weeks.

LANE CLOSURES ON DECKER ROAD FOR HILLSIDE STABILIZATION WORK STARTING THROUGH DECEMBER 

Caltrans will have full and one-lane closures on Decker Road from PCH mile 2.6 in Malibu to install steel mesh netting on hillsides to prevent rocks and debris from falling on the roadway starting October 30. Signs will be posted. The first phase requires full closure of the curvy two-lane road to allow a large crane to lift the netting. Slope repair work has been ongoing in preparation for the winter storm season. The rock netting is another layer of protection designed to prevent rain-related slides that could shut down sections of the road and be a potential hazard. Work is expected to be completed in December. Work hours: 7:00 AM – 4:00 PM Monday – Friday. There will be full lane closures in both directions for six days (nonconsecutive), and single lane closures with alternating traffic for 40 days. Motorists are advised to seek alternate routes, and check Caltrans Quickmaps for real-time traffic information. Neighbors may experience noise, vibrations and dust associated with the work.
